United States and European Union Create Electricity Import Fund

On December 4 at 11.30 am, U.S. Ambassador William Montgomery, Belgian Ambassador Wilfried Nartus, and Serbian Minister of Energy and Mining Goran Novakovic will join the Director of Elektroprivreda Srbije (EPS), Prof. Ljubomir Geric for a press conference at EPS to announce the creation of an electricity import fund.

In an effort to minimize potentially devastating power shortages and blackouts in Serbia this winter, the United States Government is contributing $15 million and the European Union 15 million Euro to the recently established Serbian Assistance Fund for Energy (SAFE). The SAFE initiative was developed through close collaboration between the US government's Agency for International Development (USAID) and the European Agency for Reconstruction (EAR). Additional contributions from other international donors are also being solicited, and will be welcome.

The Serbian government is committed to keeping energy flowing and the lights on this winter. However, the domestic demand for energy exceeds domestic supply capabilities. As a result, imported electricity is essential to meet the shortfall. SAFE was created in response to a request for international assistance from Minister Novakovic in order to help pay for the estimated $80 million worth of electricity that will have to be imported between August 2001 and May 2002. SAFE is an innovative financing mechanism that will enable EPS to meet domestic demand by purchasing imported electricity from neighboring countries. In addition, the establishment of SAFE demonstrates that the United States Government and the European Union are both committed to helping Serbian electricity consumers and to assisting the reform process in EPS.

Sjedinjene Države i Evropska unija osnovale Fond za uvoz struje

Četvrtog decembra u 11:00 časova, američki ambasador Vilijem Montgomeri, belgijski ambasador Vilfrid Nartus i ministar za rudarstvo i energetiku u vladi Srbije Goran Novaković pridružiće se direktoru Elektroprivrede Srbije (EPS) prof. Ljubomiru Geriću da bi prisustvovali konferenciji za štampu u EPS-u, ulica Vojvode Stepe 412 na kojoj će se objaviti osnivanje jednog novog fonda za uvoz struje.

U pokušaju da umanji moguće razorne nestašice struje i zamračenja u Srbiji ove zime, vlada Sjedinjenih Država će dati pomoć od 15 miliona dolara i Evropska unija 15 miliona evra za nedavno osnovan Fond za energetsku pomoć Srbiji (SAFE). Inicijativa za SAFE je nastala kroz tesnu saradnju Agencije za međunarodnu pomoć američke vlade (USAID) i Evropske agencije za rekonstrukciju (EAR). Prilozi drugih međunarodnih donatora će takođe biti dobrodošli.

Vlada Srbije se obavezala da će obezbediti priliv struje i dovoljno svetla ove zime. Međutim, domaća potražnja struje prevazilazi mogućnosti domaćih zaliha. Kao rezultat toga, struja iz uvoza je neophodna da bi se ublažio ovaj deficit. SAFE je nastao kao odgovor na molbu za međunarodnom pomoći koju je uputio ministar Novaković kako bi se platila uvezena struja u približnoj vrednosti od 80 miliona dolara, za period od avgusta 2001. do maja 2002. godine. SAFE je jedan novi mehanizam finansiranja koji će omogućiti EPS-u da zadovolji domaće potrebe kupovinom struje uvezene od susednih zemalja. Pored toga, osnivanje SAFE-a pokazuje da su se i vlada Sjedinjenih Država i Evropska unija obavezale da će pomoći potrošačima struje u Srbiji, kao i da će pomoći proces reforme u EPS-u.
