Between the United States and Serbia and Montenegro As announced in early November, Secretary of State Colin L. Powell determined and certified that Serbia and Montenegro has met the criteria set forth in Public Law 102-240 for the restoration of Normal Trade Relations status with the United States and thus notified Congress. The legally mandated 30 day waiting period has now expired, and resumption of Normal Trade Relations between the United States and Serbia and Montenegro becomes effective on December 4, 2003. Normal Trade Relations (NTR) refers to the tariff treatment that goods imported into the United States are subject to. Goods from countries which have NTR status are subject to much lower tariffs than goods from countries that do not have NTR. NTR, formerly known as “Most Favored Nation” status, was revoked for the Federal Republic of Yugoslavia in 1992 as part of the international response to the Milosevic regime’s role in the conflict in Bosnia and Herzegovina. Restoration of Normal Trade Relations has been one of the highest priorities of bilateral economic relations for the United States, and it underscores the United States Government’s support for the economic reforms underway in Serbia and Montenegro. With the restoration of NTR, U.S. tariffs on goods from Serbia and
Montenegro will decrease from an average of 37% under the non-NTR
tariff schedule, to the standard NTR rates, which average less than
3%. This considerable reduction should increase the competitiveness
of goods exported from Serbia and Montenegro to the 1.3 trillion
dollar U.S. market, and thus contribute to increasing economic performance,

Sjedinjenih Država i Srbije i Crne Gore Normalni trgovinski odnosi odnose se na carinske stope robe koja se uvozi u Sjedinjene Države. Roba iz zemalja koje imaju NTO status podložna je znatno nižim carinskim stopama nego proizvodi iz zemalja bez NTO statusa. NTO, ranije poznat kao status “najpovlašćenije nacije”, ukinut je Saveznoj Republici Jugoslaviji 1992. godine kao deo međunarodnog odgovora na ulogu Miloševićevog režima u konfliktu u Bosni i Hercegovini. Obnova normalnih trgovinskih odnosa bila je jedan od najbitnijih prioriteta za Sjedinjene Države u domenu bilateralnih ekonomskih odnosa i naglašava podršku vlade Sjedinjenih Država ekonomskim reformama u Srbiji i Crnoj Gori. U vezi sa obnovom NTO, carinske stope u SAD za proizvode iz Srbije i Crne Gore smanjiće se od 37% u proseku u okviru režima van statusa NTO, na standardne NTO stope koje iznose u proseku manje od 3%. Ovo značajno umanjenje treba da unapredi konkuretnost proizvoda koje Srbija i Crna Gora izvozi na američko tržište vredno 1,3 triliona (hiljadu milijardi) dolara i na taj način doprinese unapređenju ekonomije, zaposlenosti i investicija u Srbiji i Crnoj Gori. |
