Standing Conference of Towns and Municipalities Holds 34th General Assembly

On December 14-15, at Belgrade's Sava Center, the Standing Conference of Towns and Municipalities (SCTM) will hold its 34th General Assembly, “Towards Decentralization and Good Governance.”

U.S. Ambassador Michael C. Polt will address participants during the conference’s opening session to stress the importance of the Serbian government's reforms in the area of decentralization, particularly the right to own property, and reform of the Intergovernmental Finance System.

Republic and local government representatives from Serbia are expected to attend the two-day event, including President Boris Tadić; Prime Minister Vojislav Koštunica, Speaker of the Parliament Predrag Marković; Minister of State Administration and Local Self-Government, Zoran Lončar; and Minister of Finance, Mlađan Dinkić. Other representatives of international community have also been invited.

The people of the United States, through the United States Agency for International Development (USAID) and its Serbia Local Government Reform Program (SLGRP), are sponsoring the first day of the conference, which will feature discussions on the reform of local self-government, including property devolution to local governments, the reform of local government finances, and the role of ombudsmen.

Journalists interested in covering the event should be at the Sava Center no later than 9:45 on Tuesday, December 14.

On December 15, the assembly will focus on ethical standards for local government representatives in Serbia. Both days will also feature a Municipal Best Practices Fair, at which municipalities from throughout Serbia will share their experiences in improving municipal governance. The fair will highlight the successes municipalities have achieved over the past three years in partnership with USAID and SLGRP.

USAID, through SLGRP, has been a strong partner to the Standing Conference of Towns and Municipalities in building its capacity to represent local government interests and needs before the central government. As part of U.S. efforts to support effective and responsive local government that is accountable to its citizens, USAID, through SLGRP, has provided training, technical assistance, and information technology support to more than 80 municipalities in Serbia.

Stalna konferencija opština i gradova održava 34. Generalnu Skupštinu

14. i 15. decembra, u beogradskom «Sava Centru», Stalna konferencija gradova i opština (SKGOJ) održaće svoju 34. Generalnu Skupštinu: «Na putu ka decentralizaciji i dobrom upravljanju».

Ambasador SAD Majkl C. Polt (Michael C. Polt) obratiće se učesnicima konferencije tokom uvodnog zasedanja da naglasi značaj reforme vlasti u Srbiji u oblasti decentralizacije, naročito u sferi prava na vlasništvo, kao i reformi finansijskog sistema unutar sistema izvršne vlasti.

Na dvodnevnom zasedanju se očekuje učešće republičkih i lokalnih predstavnika vlasti: Borisa Tadića – predsednika Republike Srbije, Vojislava Koštunice – predsednika Vlade Republike Srbije, Predraga Markovića – predsednika Narodne skupštine Republike Srbije, Zorana Lončara – ministra za državnu upravu i lokalnu samoupravu, Mlađana Dinkića – ministra finansija. Pozvani su i predstavnici međunarodne zajednice.

Narod Sjedinjenih Država, preko Agencije Vlade SAD za međunarodni razvoj (USAID) i njenog Programa reforme lokalne samouprave u Srbiji (SLGRP), sponzorišu prvi dan konferencije, tokom koga će biti reči o reformi lokalne samouprave, uključujući i povraćaj imovine lokalnim organima vlasti, reformu finansija na lokalnom nivou, kao i ulogu ombudsmena.

Novinari zainteresovani za praćenje događaja trebalo bi da budu u «Sava Centru» najkasnije u 9:45h, u utorak 14. decembra.

15. decembra, fokus će biti na etničkim standardima za predstavnike lokalnih vlasti u Srbiji. Oba dana zasedanja održavaće se Sajam najboljih iskustava iz oblasti lokalne samouprave, tokom kojeg će opštine iz cele Srbije deliti svoja iskustva u poboljšanju lokalnog upravljanja. Sajam će predstaviti uspehe koje su opštine postigle tokom poslednje tri godine u partnerstvu sa USAID-om i programom SLGRP.

USAID, preko programa SLGRP, predstavlja snažnog partnera Stalnoj konferenciji opština i gradova u osposobljavanju ove institucije da zastupa interese i potrebe lokalnih vlasti pred centralnim organima vlasti. Kao deo napora Sjedinjenih Država da podrže efikasnu lokalnu vlasti, koja je odgovorna pred svojim građanima, USAID je preko programa SLGRP obezbedio trening, tehničku pomoć i IT tehnološku podršku za više od 80 opština u Srbiji.
