U.S. Ambassador Michael C. Polt to Address 35^th General Assembly of Serbia’s Standing Conference on Towns and Municipalities

U.S. Ambassador Michael C. Polt will address the 35th General Assembly of Serbia’s Standing Conference on Towns and Municipalities (SCTM) on Monday, December 5, 2005, at Belgrade’s Sava Center. Ambassador Polt will join representatives of other international organizations and foreign embassies in welcoming the SCTM attendees and delivering remarks at the General Assembly’s opening.

This year’s SCTM gathering examines the theme “Towards Better Local Self-Government through Partnership between Central and Local Governments.” Approximately 400 participants will attend, mostly mayors and other high level local government officials from throughout Serbia. Several central government officials, representatives of the diplomatic corps, donor organizations, local NGOs, and think tanks will also attend.

The American people, through the United States Agency for International Development (USAID), are one of the sponsors of this year’s meeting. USAID has been a strong partner to the Standing Conference of Towns and Municipalities through its Serbia Local Government Reform Program (SLGRP), working to build the SCTM’s ability to represent local government interests and needs before Serbia’s central government. As part of ongoing U.S. efforts to support effective and responsive local government that is accountable to its citizens, SLGRP has provided training, technical assistance, and information technology support to 83 cities and municipalities in Serbia, including Belgrade Municipality. The SLGRP is implemented by Development Alternatives, Inc. (DAI).

Concurrently with the General Assembly meeting, a Best Practices Fair will take place just outside of the plenary hall. The Best Practices Fair was initiated last year by USAID to highlight local government reform progress and innovative practices in local government administration and service delivery. The SCTM has committed to continue the Best Practices Fair and will showcase successes municipalities have achieved in partnership with USAID and other donor organizations.

Ambasador Sjedinjenih Američkih Država Majkl K. Polt obratiće se XXXV Generalnoj skupštini Stalne konferencije gradova i opština

Ambasador Sjedinjenih Američkih Država Majkl K. Polt obratiće se prisutnima na XXXV sednici Generalne skupštine Stalne konferencije gradova i opština (SKGO) u ponedeljak 5. decembra 2005. godine u beogradskom Sava centru. Ambasador Polt će se pridružiti predstavnicima drugih međunarodnih organizacija i stranih ambasada obraćanjem prisutnim članovima i gostima SKGO na otvaranju Generalne skupštine.

Tema ovogodišnje skupštine SKGO je: "Ka boljoj lokalnoj samoupravi kroz partnerstvo centralne i lokalnih vlasti". Generalnoj skupštini će prisustvovati oko 400 učesnika, od kojih će najviše biti gradonačelnika i drugih visokih predstavnika lokalnih vlasti širom Srbije. Skupštini će prisustvovati jedan broj predstavnika centralnih vlasti, diplomatskog kora, donatorskih ogranizacija, nevladinog sektora i tink-tenk (think tanks) organizacija.

Američki narod, preko Američke agencije za međunarodni razvoj (USAID), je jedan od sponzora ovogodišnje Skupštine. USAID se dokazao kao snažan partner Stalnoj konferenciji gradova i opština preko Programa za reformu lokalne samouprave (SLGRP), kroz izgradnju kapaciteta asocijacije u zastupanju interesa i potreba lokalne samouprave pred centralnim vlastima. Kao deo napora SAD u podržavanju efikasne lokalne samouprave koja je okrenuta potrebama građana, u okviru Programa SLGRP realizovani su programi obuke i obezbeđena je tehnička i informaciono-tehnološka pomoć u 83 gradova i opština širom Srbije, uključujući i opštine grada Beograda. Program SLGRP realizuje firma Development Alternatives, Inc. (DAI).

Za vreme održavanja Skupštine, u holu Sava centra biće održan i Sajam opštinskih dostignuća, događaj koji je po prvi put iniciran prošle godine od strane USAID-a sa ciljem da se pokaže koliko je lokalna samouprava odmakla u reformama i prikažu najbolji primeri dostignuća u pružanju usluga građanima. SKGO je odlučila da nastavi organizovanje Sajma opštinskih dostignuća na kome će prikazati najuspešnije primere lokalne prakse postignute u saradnji sa USAID-om i drugim donatorskim organizacijama.
