U.S. Embassy Statement Concerning Recent Articles on JAT
The Embassy of the United States has noted several recent articles in the
local media regarding JAT, and would like to clarify the facts regarding the
International Aviation Safety Assessment program of the U.S. Federal Aviation
Administration (FAA).
The August 10 article in the Italian newspaper Corriere della Serra, on which
articles in the Serbian media were based, referred to this FAA program which
assesses a country's ability to meet international standards and recommended
practices for aircraft operations and maintenance established by the International
Civil Aviation Organization (ICAO).
To meet these standards, country civil aviation authorities must license and
oversee air carriers in accordance with ICAO standards. When FAA inspectors
find shortcomings in a country's implementation of the standards, the FAA classifies
that country as Category 2. Air carriers from Category 2 countries that fly
to the U.S. receive a higher level of scrutiny from the FAA, but the FAA's
program does not assess the safety of individual air carriers, such as JAT.
The FAA classifies Serbia and Montenegro, and many other countries, as Category
2 under this program; there have been no recent changes to the status of Serbia
and Montenegro under this program.

IZJAVA AMBASADE SAD POVODOM ČLANAKA O JAT-u
Ambasada Sjedinjenih Država nedavno je primetila nekoliko novinskih
napisa o JAT-u i želi da pojasni činjenice u vezi programa procene bezbednosti
međunarodnog civilnog vazduhoplovstva koji pravi Federalna vazduhoplovna uprava
SAD (FAA).
Članak italijanske Corriere della Serra od 10. avgusta, koji su preneli srpski
mediji, odnosi se na ovaj FAA program koji procenjuje sposobnost zemalja da
ispune međunarodne standarde i preporučene procedure u oblasti vazduhoplovnih
aktivnosti i održavanja koje je propisala Međunarodna organizacija za civilno
vazduhoplovstvo (ICAO).
Da bi ispunile ove standarde, uprave civilnog vazduhoplovstva moraju da licenciraju
i nadgledaju avio kompanije u skladu sa ICAO standardima. U slučajevima kada
inspektori FAA ustanove propuste određene zemlje u primeni ovih standarda,
FAA svrstava zemlju u Kategoriju 2. Avio kompanije iz zemalja Kategorije 2
koje imaju letove za SAD su pod pojačanom kontrolom od strane FAA ali FAA program
ne procenjuje nivo bezbednosti određene avio kompanije, u ovom slučaju JAT-a.
FAA svrstava Srbiju i Crnu, kao i mnoge druge zemlje, u Kategoriju 2 prema
standardima ovog programa. Nije bilo nikakvih promena statusa Srbije i Crne
Gore u ovom programu u poslednje vreme.
