Witness Protection Units from Serbia, Bosnia and Herzegovina and Montenegro sign a Memorandum of Understanding and Cooperation during the First International Witness Protection Symposium held in Washington D.C.
The First International Witness Protection Symposium was held in Washington D.C. from July 17-22, 2006. This Symposium was organized and sponsored by the United States Marshals Service (USMS), the United States Department of Justice Overseas Prosecutorial Development, Assistance and Training Program (USDOJ/OPDAT) and the U.S. Embassy Belgrade. The Symposium gathered the heads of Witness Protection Units and other Senior Police Officials from more than 20 countries across three continents.
The Symposium focused primarily on the issue of relocation and international exchange of witnesses, a necessary tool for the successful prosecution of organized crime and war crimes cases, as well as for the combating of transnational organized crime and terrorism. The Symposium was hosted by U.S. Marshals Service Witness Security Chief Inspector Joe Paonessa and U.S. Department of Justice Resident Legal Advisor for Serbia Sam Nazzaro. Among the distinguished speakers were Director of the U.S. Marshals Service John Clark, Deputy Director of USDOJ/OPDAT Faye Ehrenstamm, founder of the Witness Protection Program Gerard Shur and former Director of the FBI Louis Freeh.
During the Symposium, on July 20, 2006 in Washington D.C. a first Memorandum of Understanding in the field of witness protection was signed between Witness Protection Units from Serbia, Bosnia and Herzegovina, and Montenegro, thus opening the door to the regional exchange of witnesses and other direct cooperation between these Units. More countries are expected to sign this Agreement.
