U.S. to inaugurate new Automated Case Management System for Commercial Court in Novi Sad

On Wednesday, September 20, U.S. Ambassador Michael C. Polt, the Minister of Justice, Mr. Zoran Stojkovic, and the Minister of International Economic Relations, Mr. Milan Parivodic, will officially inaugurate the new automated computerized Case Management System (CMS) introduced in the Commercial Court in Novi Sad. CMS was developed as part of a $12.8 million Commercial Court Administration Strengthening program (CCASA), funded by the American people through the United States Agency for International Development (USAID).

The CMS will lead Serbia’s Commercial Courts into the modern world of court administration and contribute to furthering goals set forth in Serbia’s National Judicial Reform Strategy for an independent, transparent, accountable, efficient judiciary that meets EU and other international standards for a modern competent judiciary. For the first time, CMS will provide judges, court staff, lawyers, and litigants with on-line access to essential case information, provide computerized tools and reports needed to allow the courts to monitor progress of individual cases, schedule proceedings, identify and resolve unnecessary delays, issue standardized forms and legal documents, and uniformly report judicial workload statistics to the High Commercial Court, Supreme Court, and Ministry of Justice.

CMS frees judges and court staff from outdated and cumbersome registry books and paper files, increases the public transparency of court operations and dramatically reduces the potential for neglect or corruption in case administration, thus increasing public credibility of the judiciary and creating a positive environment for foreign and domestic investments. The Case Management System installed in commercial courts will serve as a model for the entire Serbian judiciary.

SAD svečano puštaju u rad novi sistem za Automatsko vođenje predmeta u Trgovinskom sudu u Novom Sadu

U sredu, 20. septembra, ambasador SAD Majkl K. Polt, zajedno sa ministrom pravde Zoranom Stojkovićem i ministrom za ekonomske odnose sa inostranstvom Milanom Parivodićem, svečano će pustiti u rad novi sistem za Automatsko vođenje predmeta (AVP) u Trgovinskom sudu u Novom Sadu. Sistem AVP razvijen je u okviru Projekta reforme sudske uprave trgovinskih sudova Srbije (CCASA), vrednog 12,8 miliona dolara, koji finansira američki narod preko Američke agencije za međunarodni razvoj (USAID).

Sistem AVP uvešće trgovinske sudove Srbije u moderan svet sudske uprave i doprineti postizanju ciljeva utvrđenih u Nacionalnoj strategiji reforme pravosuđa, a to su nezavisno, transparentno, odgovorno i efikasno sudstvo koje ispunjava evropske i međunarodne standarde modernog i stručnog sudstva. Uz pomoć sistema AVP, sudije, zaposleni u sudu, advokati i stranke imace po prvi put mogućnost da putem interneta pristupe svim najvažnijim podacima koji se odnose na sudske predmete. Osim toga, AVP će omogućiti sudovima da preko kompjutera prate tok pojedinačnih predmeta, zakazuju ročišta, uočavaju i otklanjaju nepotrebna odugovlačenja, štampaju standardizovane obrasce i pravna dokumenta i podnose jedinstvene statističke izveštaje o radu Višem trgovinskom sudu, Vrhovnom sudu i Ministarstvu pravde.

Sudije i zaposleni će se osloboditi upotrebe zastarelih, glomaznih upisnika i papirologije, čime će se povećati transparentnost u radu sudova i drastično smanjiti mogućnost za nemar ili korupciju u administraciji i na taj način će se povećati kredibilitet sudstva u javnosti i stvoriti povoljno okruženje za privlačenje stranih i domacih investicija. Sistem za Automatsko vođenje predmeta instaliran u trgovinskom sudu poslužice kao model za reformu svih sudova u Srbiji.
