U.S. Embassy and U.S. European Command to conduct seminar on "Military Support to Civil Authorities" within the State Partnership Program between Serbia and Ohio
The Embassy of the United States and the U.S. European Command (EUCOM), in cooperation with Serbia's Ministry of Defense, will hold the first State Partnership Program event with the State of Ohio. The event will be a three-day seminar on "Military Support to Civil Authorities" from November 27-30 in Belgrade. This seminar is being organized under the auspices of the U.S. Government's Military-to-Military Program. Brigadier General Matthew Kambic, the Assistant Adjutant General for Army of the Ohio National Guard, will lead the four-member team from the Ohio National Guard.
The purpose of the seminar is to familiarize the Armed Forces of Serbia personnel with the National Guard's role in military support to civil authorities (MSCA). The briefings and discussions will include information on the National Guard organization, mission, and role providing military support to civil authorities (Chain of Command/Organization and Funding); legal authority and directives governing MSCA; command and control center operations; cooperation and coordination between military and civil agencies as well as other federal and state-level government organizations; procedures for conflict resolution; types and level of support provided by the National Guard; civil military relations as they pertain to supporting disaster relief and other emergency situations; training education and exercise development; and historical examples. The Ohio delegation will also have an opportunity to visit Land Forces Command units in Nis and get an understanding of their role in the MSCA area.
The audience will include approximately sixty-five representatives of the Ministry of Defense and of the civilian agencies.
The U.S. Embassy's Deputy Chief of Mission Roderick Moore and State Secretary Zvonko Obradovic will open the seminar, at the National Assembly building, Trg Nikole Pasica 13, Belgrade, at 9 am on 28 November.

Ambasada SAD i Evropska komanda snaga SAD organizuju seminar "Vojna podrška civilnim vlastima" u okviru Programa državnog partnerstva između Srbije i Ohaja
Ambasada Sjedinjenih Država i Evropska komanda snaga SAD (EUCOM), u saradnji sa Ministarstvom odbrane Srbije, organizuju prvu aktivnost u vidu seminara u okviru Programa državnog partnerstva sa Ohajom. Trodnevni seminar "Vojna podrška civilnim vlastima" (MSCA) održaće se od 27. do 30. novembra u Beogradu. Seminar se organizuje pod okriljem Vojno-vojnog programa vlade SAD. Brigadni general Matthew Kambic, pomoćnik načelnika Ohajo Nacionalne garde za kopnene snage će voditi četvoročlani tim Ohajo Nacionalne garde.
Cilj seminara je upoznavanje pripadnika oružanih snaga Srbije sa ulogom Nacionalne garde u vojnoj podršci civilnim vlastima (MSCA). Brifinzi i diskusije će uključiti organizaciju, misiju i ulogu Nacionalne garde u pružanju vojne podrške civilnim vlastima (lanac komandovanja / organizacija i finansiranje); pravna ovlašćenja i direktive koje regulišu vojnu podršku civilnim vlastima (MSCA); operativni centar komande i kontrole; saradnju i koordinaciju između vojnih i civilnih agencija kao i sa ostalim vladinim organizacijama na saveznom i državnom nivou; procedure za rešavanje konflikata; vrste i nivo podrške koju Nacionalna garda pruža; civilno-vojne odnose koji se tiču podrške u pomoći u katastrofama i ostalim vanrednim situacijama; razvoj obuke, obrazovanja i vežbi; i istorijske primere. Delegacija iz Ohaja će takođe imati priliku da poseti jedinice Komande kopnenih snaga u Nišu i da se upozna sa njihovom ulogom u području vojne podrške civilnim vlastima.
Učesnici seminara su oko šezdeset i pet predstavnika Ministarstva odbrane i civilnih agencija.
Zamenik ambasadora SAD Roderick Moore i državni sekretar Zvonko Obradović će otvoriti seminar, koji će se održati u zgradi Narodne skupštine, Trg Nikole Pasića 13, Beograd, u 9 časova ujutro 28. novembra 2006.
