The United States Seeks Peaceful Settlement of Kosovo’s Status

The United States seeks to secure a settlement on Kosovo’s status that promotes peace and security for all people of the Balkans and advances the region’s integration with Euro-Atlantic institutions. The U.S. and its partners in the Contact Group are fully committed to the negotiation process. We, along with colleagues in the EU and Russia, are working actively to engage the parties on this issue. It is in everyone's interest that the parties take seriously this opportunity to find a common solution.

During this period of engagement, the United States is prepared to accept any outcome to which the parties agree. These talks are not open ended, however. Secretary-General Ban Ki-Moon has said that the Contact Group will report on their efforts no later than December 10, 2007, after which we believe Kosovo's status needs to be clarified promptly. We strongly agree with the Secretary-General that the status quo is not sustainable.

As we said with our UNSC co-sponsors in a draft resolution submitted to the U.N. on July 20, if this period of engagement does not produce an agreement, then we, along with many of our international partners, believe that UN envoy Martti Ahtisaari's plan, including his recommendation of supervised independence for Kosovo, remains the best way forward.

We will continue to engage with Serbian and Kosovar leaders and our international partners to resolve Kosovo's status and move the Balkans closer to joining a Europe whole, free and at peace.

Sjedinjene Države traže miroljubivo rešenje statusa Kosova

Sjedinjene Države rade na pronalaženju rešenja za status Kosova koje unapređuje mir i bezbednost svih naroda na Balkanu i integraciju regiona u evroatlantske institucije. Sjedinjene Države, zajedno sa partnerima iz Kontakt grupe, su u potpunosti posvećene pregovaračkom procesu. Zajedno sa kolegama iz Evropske Unije i Rusije aktivno se angažujemo kako bi uključili obe strane u rešavanje ovog pitanja. U interesu je svih da zainteresovane strane ozbiljno shvate ovu priliku kako bi došle do zajedničkog rešenja.

Sjedinjene Države su u okviru ovog vremenskog perioda dodatnog angažovanja spremne da prihvate bilo koje rešenje oko kojeg se dve strane dogovore. Međutim, ovi pregovori nisu neograničeni. Generalni sekretar UN-a Ban Ki Mun najavio je da će ga Kontakt grupa obavestiti o rezultatu procesa do 10. decembra 2007. godine, nakon čega je neophodno da se odmah razjasni status Kosova. Mi se u potpunosti slažemo sa stavom Generalnog Sekretara da je status kvo (status quo) neodrživo stanje.

Kao što smo izjavili zajedno sa ostalim koautorima iz Saveta bezbednosti UN-a u nacrtu Rezolucije koja je predata UN-u 20. jula, ukoliko u periodu dodatnog angažovanja ne dođe do sporazuma verujemo, zajedno sa mnogim međunarodnim partnerima, da je najbolje rešenje da usvojimo plan posrednika UN Martija Ahtisarija koji predlaže nadgledanu nezavisnost Kosova.

Nastavljamo da radimo sa srpskim i kosovskim liderima i našim međunarodnim partnerima na rešavanju statusa Kosova i približavanja Balkana celovitoj, slobodnoj i bezbednoj Evropi.
