"Western Balkans Security Sector Reform"

I am delighted to see so many representatives from so many different countries in this region – including several countries in which I have lived and worked. I am particularly happy to see so many familiar faces and old friends.

I am also honored to be here at this conference. During my career, I have witnessed the important role the MC has played in building stability in this region. In fact, for me, the very nature of the Marshall Center -- a cooperative venture between Germany and the U.S. – should send an important message to this region as to how two former enemies can overcome past differences and build an unbreakable alliance based on a common vision.

I truly believe this is a hopeful time for the Balkans. In truth, I am more optimistic about this region than at any point during the 15 years I have been following Balkan issues.

Never before in history have the countries of this region – a region divided for so many centuries by empires, ideologies, and conflicts – been so united in seeking a common future. Never before have your countries cooperated so closely in so many different areas, including defense and security. Most of the countries represented here are already training, exercising, or consulting together within NATO, the PfP, or other regional initiatives. As this cooperation deepens and intensifies, the very notion of regional conflict will become increasingly unthinkable – just as has occurred among previously warring NATO nations.

Some of the countries here – such as NATO allies Slovenia, Romania, and Bulgaria -- are already far along the path of reform and integration. Their representatives, I am sure, will admit to you that this path has not been easy. In re-shaping their defense forces to meet the security challenges of the 21st century, they have had to work hard, to make sacrifices, and even change their way of thinking in many cases. Their success, however, should serve as a useful guide for the other states of this region as they themselves examine how to adapt their own security forces for the post-Cold War world.

It is, of course, in our collective interest that the countries that have lagged behind catch up as quickly as possible. To put it more clearly, it is in the interest of all of us that SAM and BiH follow in the footsteps of the Membership Action Plan countries and of the new NATO members themselves.

This should not be a major challenge for SAM. PfP is very much within reach. Only one reasonable request remains – that the authorities of SAM do their utmost to deliver to justice in The Hague a man, Ratko Mladic, accused of carrying out the most horrific crimes in Europe since the time of Hitler and Stalin. Of course, we also expect to see Radovan Karadzic, Vlastimir Djordjevic, and the other fugitives transferred to the Hague Tribunal as soon as possible.

In the meantime and beyond, my country will also support and encourage SAM and the other states of this region to continue and accelerate comprehensive reforms of the defense and security sectors. Together, and with the support of critical actors such as the Marshall Center, I am confident we will all succeed in completing President Bush’s vision of building a Europe whole, free and at peace.

"Reforma Sektora Bezbednosti Zapadnog Balkana"

Izuzetno mi je drago što vidim predstavnike tako mnogo različitih zemalja iz ovog regiona, uključujući i nekoliko zemalja u kojima sam i sam živeo i radio. Posebno sam srećan što vidim toliko mnogo poznatih lica i starih prijatelja.

Takođe sam počastvovan što prisustvujem ovoj konferenciji. Tokom svoje karijere sam se sam uverio u važnu ulogu koju Maršal Centar ima u izgradnji stabilnosti u ovom regionu. U stvari, za mene sama priroda Maršal Centra – kao poduhvata saradnje između Nemačke i SAD-a – treba da pošalje jednu važu poruku u ovaj region o tome kako dva bivša neprijatelja mogu da prevaziđu razlike iz prošlosti i izgrade nesalomivu alijansu na osnovu zajedničke vizije.

Istinski verujem da je za Balkan ovo vreme koje obećava. Zaista sam sada mnogo veći optimista kada je u pitanju ovaj region, nego što sam bio tokom svih ovih 15 godina, koliko pratim balkanska pitanja.

Nikada pre u istoriji, zemlje ovog regiona – regiona vekovima podeljenog imperijama, ideologijama i sukobima – nisu bile toliko ujedinjene u potrazi za zajedničkom budućnošću. Nikada pre nisam video da vaše zemlje tako tesno sarađuju u mnogim različitim oblastima, uključujući i odbranu i bezbednost. Većina zemalja koje su ovde predstavljene već imaju zajedničku obuku, vežbe i konsultacije u okviru NATO-a, Partnerstva za mir ili drugih regionalnih inicijativa. Dok se ova saradnja produbljuje i intenzivira, sama ideja regionalnog sukoba postaje sve manje zamisliva – na isti način kao što se to već dogodilo između nekada zaraćenih NATO naroda.

Neke od ovih zemalja – kao što su NATO saveznici Slovenija, Rumunija i Bugarska – su već daleko odmakle na putu reforme i integracije. Njihovi predstavnici će, siguran sam, priznati da taj put nije bio lak. U preobličavanju svojih odbrambenih snaga, kako bi se odgovorile na bezbednosne izazove 21. veka, morale su da rade naporno, podnose žrtve i u mnogim slučajevima menjaju svoj način razmišljanja. Njihov uspeh, međutim, treba da služi kao koristan vodič drugim zemljama ovog regiona dok one same preispituju kako da prilagode svoje snage bezbednosti svetu u vremenu posle hladnog rata.

Naravno da je naš kolektivni interes da zemlje koje kasne u tom procesu nadoknade taj zaostatak što je pre moguće. Da pojasnim, u interesu svih nas je da Srbija i Crna Gora i Bosna i Hercegovina i same krenu stopama zemalja potpisnica Akcionog plana članstva i novih NATO članica.

Ovo ne treba da bude preveliki izazov za Srbiju i Crnu Goru. Partnerstvo za mir je umnogome na dohvat ruke. Ostaje samo jedan razuman razlog – da vlasti u Srbiji i Crnoj Gori daju sve od sebe da pravdi u Hagu privedu čoveka, Ratka Mladića, optuženog da je počinio najužasnije zločine u Evropi još od vremena Hitlera i Staljina. Naravno, mi takođe očekujemo da Radovan Karadžić, Vlastimir Đorđević i ostali begunci budu isporučeni Hagu što je pre moguće.

U međuvremenu će moja zemlja takođe podržavati i hrabriti Srbiju i Crnu Goru i druge zemlje ovog regiona da nastave i ubrzaju sveobuhvatne reforme sektora odbrane i bezbednosti. Zajedno, i uz podršku važnih aktera kao što je Marshall Centar, uveren sam da ćemo svi uspeti da privedemo kraju viziju Predsednika Buša o izgradnji Evrope kao jedne celine, slobodne i u miru.
