Fighting the Global Threat of Terrorism

After the September 11 attacks, the United States took the offensive against terrorists to deny them safe haven and to kill or capture al Qaida operatives. We had many successes, some of which are well known. We have also been building legal cases against those responsible for terrorist acts, and President Bush has decided that now is the time to bring key terrorist leaders and operatives to justice, including certain individuals involved in the 9/11 attacks, the attack on the USS Cole and the bombings of our embassies in East Africa.
